The USDOT division layer for the Federal Highway Administration (FHWA) Federal aid was created by the Bureau and Transportation Statistics (BTS), then approved by members of FHWA. BTS had several meetings with FHWA personnel to help understand where the FHWA divisions are and which areas it should encompass, mostly adhering to divisions of the FHWA federal lands highway and the website https://highways.dot.gov/about/field-offices. Each FHWA Federal aid division is a state, and as a result the U.S. Census state 2020 TIGER/Line shapefile was used to represent division boundaries using ArcPro 3.0.2, for all 50 states, plus one for District of Columbia, and one for combined PR and VI. To populate the attributes, BTS communicated with the FHWA to understand the address and contact information for each division.
