The USDOT Federal Aviation Administration (FAA) Office Location layer was created by the Bureau and Transportation Statistics (BTS), then approved by a member of the FAA. BTS had several meetings and email exchanges with FAA personnel to help understand where the FAA offices are located, specifically for the FAA National Engagement and Regional Administration (ARA) and following the website https://www.faa.gov/about/office_org/headquarters_offices/ara. After the address and location of the FAA offices were agreed upon, BTS using Esri’s ArcPro 3.0.2, geocoded the office addresses using “ArcGIS World Geocoding Service” with the preferred location being the address location vs routing location. The result was a series of points in which they were in the center of the building footprint for example.
