OEHHA\u2019s Human Right to Water Framework \nand Data Tool (CalHRTW 1.0) is comprised of this web-based data tool and\n an assessment report, Achieving the Human Right to Water in California:\n An Assessment of the State\u2019s Community Water Systems. The purpose of \nCalHRTW 1.0 is to provide a comprehensive, stand-alone, quantitative \nassessment of the human right to water for three core components: water \nquality, water accessibility and water affordability. This data tool \nallows users to access and explore information in these three core areas\n interactively.
\n\nCalHRTW 1.0 measures and scores nine \nindicators across the three core components for each of the state\u2019s \n2,839 active community water systems (as of January 2019). Indicator \nscores within each of the three components are combined to create three \nindividual composite component scores to illustrate a system\u2019s overall \n status in providing clean, accessible and affordable water to its \ncustomers. Scores range from 0 to 4, with higher scores indicating worse\n outcomes. The data used is for 2011 to 2019.
