Native Asset Building Initiative - Assets for Independence Partnership

The Native American Asset-Building Initiative is a partnership between the Administration for Native Americans (ANA) and Office of Community Services (OCS). The Initiative focuses on building the capacity of tribes and Native organizations to effectively plan projects and develop competitive applications for funding under the Office of Community Services’ Assets for Independence (AFI) program. Funding for NABI was discontinued in FY16, but there are still several active awards.

OCS and ANA accepted applications to establish and administer asset building projects with a focus on AFI projects. Grantees provide an array of supports and services to enable low income individuals and families to become economically self-sufficient for the long-term. You can read the FOA.

The AFI program supported innovative asset-building projects that feature Individual Development Accounts (IDAs), financial education, and related services that enable low-income people to improve their economic status and become economically self-sufficient.

What is an IDA? IDAs are matched savings accounts that enable low-income and low-wealth individuals to save for a specified goal within a defined time frame.

IDA savings placed in an AFI account can be used to build assets in three areas:

For more information about the AFI program, please visit their website. Note that no funds were appropriated for the Assets for Independence (AFI) program for federal fiscal year 2017. Therefore, ACF will not be making new grant awards for the AFI program.

AFI grants awarded in FY 2016 and before are not affected by the FY 2017 appropriation, as the total award amount was obligated for those grants at the time that they were made. Organizations operating AFI projects with existing grants are responsible for continuing to operate those projects for the funded project period indicated on the notice of grant award.
