NREL has developed a BTM energy storage policy stack with 11 parent policies, and a total of 31 policy questions associated with those parent policies. The 11 parent policies are organized into one of the three policy stack categories: market preparation, creation, and expansion. As noted, each of the 11 parent variables has at least one related policy question. Most parent policies have more than one, with planning & permitting, compensation, ratemaking, wholesale market, and mandates having 3 or more policy questions.
